The Failure of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are fought: positive announcements are delivered from various governments. Significant resources is allocated on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through up-to-date information. From observation points, defense planes that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, sparing the city from catastrophe and further power outages.

Continuous Dangers

Following this, a heavy machine gun engaged a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This trend will, certainly, endure.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. Washington operates on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from assuming that the situation will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but preventing a complete military breakdown until circumstances change in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their task will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are influencing discussions.

Summary and Prospects

It took a only one week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
